Which decks to book on Regal Princess with privacy for balcony cabins

Virtually all balconies on Royal are fully covered. It does not have tiered sides like Grand class ships..

So, any deck works. The least privacy is the cabins in the first three decks below the Seawalk. And aft cabins, as the aft is tiered, so you can look down - somewhat - on lower balconies...

So, pick your cabin anywhere you like along the sides or forward facing and you're good to go...

I was asking about the Regal...is it the same as on the Royal?

Let me check with my three year old granddaughter which cabins she could not see into. She can tell you where the ice cream bar is located.

Adorable photo! As you can see, any balcony within close proximity to the Skywalk is not too private. If you don't want people looking down into your balcony, book a forward or aft cabin that is not in view of the Skywalk. I agree that the most private are the bulkhead cabins on Deck 8. They are sold as Obstructed View Deluxe Balconies, but the only obstruction is that the railing is not glass so it cuts down the view some. The plus is that the balconies are huge compared to the normal ones and the cabins have a small sofa instead of a chair--between the size of a regular balcony cabin and a mini-suite. We have sailed in E110 on the Royal and have the same cabin booked on the Regal this year.
