Yes, that is Captain Kees Buckens; good eye! 😉 Rotterdam VI was named by Margriet on December 9, 1997 in Ft. Lauderdale when Kees Buckens had taken over command of her, the ship, not the princess. We sailed with him on Volendam in April 2001. After leaving HAL in 2001, he has been/still is teaching at the New Zealand Maritime School in Auckland. That public space was improved upon during the ship's 1989 dry-dock in Portland, OR. The original idea is now a proven concept. What is the name? The commodore rank is no longer being used by HAL. Having said that, there is another flag that certain captains are allowed to fly at the stern of the ship they're in command of, instead of the Dutch national colors. The Dutch flag with an anchor centred, meaning that the commanding officer is a Dutch Navy Reserve Officer, commanding a non navy vessel. Down here a picture from the actual flag from Captain P.J. on Zaandam, on our Antarctica cruise in 2015.
