If you want to tour in Rome before the cruise check out Albergo del Senato.  Right on Pantheon square.  Very nice, great location.  For transport from the airport to the city, city to the port, port to airport, we use Romcabs.com.  Never ever a problem with them.

have stayed at this hotel https://www.hotelducadalba.com/en/

it is very near the Colosseum and close to the metro. Just a heads up hotel prices in Rome have sky rocketed 

since Covid

Yup, especially because the cruise port is long train ride away from Rome and choosing to stay near the train station in Rome isn’t all that convenient.  Seems more a TripAdvisor forum or reviews area quick research thing.
