Glad I asked. Not everyone gets the beverage package. It's not really "free" free, you have to pay about $90 in tips in advance, and for people that don't really drink, they might not want it. Free water is available in plenty of places aboard. At the buffet, at restaurants, at bars. If you mean "free bottled water".... well then... no. Bottled water is not free. You are absolutely right. We have always brought on water. We do not like what they offer. They say the time it takes to check it. We always just rolled it on in a small rolling bag.
