The least privacy is the cabins in the first three decks below the Seawalk. And aft cabins, as the aft is tiered, so you can look down - somewhat - on lower balconies... If you don't want people looking down into your balcony, book a forward or aft cabin that is not in view of the Skywalk. I agree that the most private are the bulkhead cabins on Deck 8. They are sold as Obstructed View Deluxe Balconies, but the only obstruction is that the railing is not glass so it cuts down the view some. The plus is that the balconies are huge compared to the normal ones and the cabins have a small sofa instead of a chair--between the size of a regular balcony cabin and a mini-suite.
