I am by no means justifying people ignoring the quarantine regulations, but I wonder if their thinking goes along the lines of - only some people will be infected and they won't be one of them. I'm not sure if he had been confirmed with the virus but was required to be in self-isolation. He was getting a text message three times a day with a link he had to activate which would show his location and also could get a knock on the door at any time to check he was home.
