What would cause the captain to sound the horn while moored?

Is it because they see something near the ship?

 

Was it just a single blast of the whistle, or was it a sequence of long (4-6 secs) blasts and/or short blast (1 sec)?

 

Was it about 1 hr before departure - which could be the officers testing the Bridge equipment prior to departure.

If you had restricted visibility, when at anchor, the Bridge can sound a sequence of blast on the ship's whistle -  1 short, 1 prolonged and 1 short blast to warn approaching vessels of their position and to avoid a collision.

What is the process for asking the captain or officer a question? 
 

I have not seen any one who looks like a captain so far. 
 

(I have 3 different questions, not this one thanks to @Heidi13…)

The officers wander the ship.  Many times you can find them taking meals in the World Cafe.  They are all very friendly and happy to talk with guests.  

But they will continue to eat, they don't get much time to screw around.  (source: last week)  They do have meet and greets that makes it easy to ask questions.
