Yes, it happens.  The touring company that was contracted may have cancelled for any reason.

Yes. We were supposed to take a helicopter excursion from Antigua over to Monseratt, but there was a hurricane. Royal Carribean had no idea why it had been cancelled. But then we found this online....

Yes.  Normally the reason is because either RCI no longer uses that particular provider or has deemed the excursion not good enough to keep or the excursion provider no longer offers it.   We had one cancelled for some random reason only to have it reappear again later as available.

Lately vendors have been having problems getting enough employees to run excursions with more and more ships in port.
