It sounds to me that it is not an issue for the water flowing in the Intercoastal Waterway, but the loading of water from the pier onto the Majesty of the Sea.

Seems to be!  They have a charter sailing.

60psi water pressure is what they have and seem to be unable to get enough water on board.
