The term water shuttle/ taxi is considered shore to shore. Tender meaning ship to shore. Carnival has been known to get things wrong in the past too. The private islands provide included lunch right on shore so no need to go back unless you want to. But places like Belize and Grand Cayman do not have lunch. There is nothing you can do about the wait, so not sure what lesson you learned. You could have been the last person to board and only wait 2 minutes. The only thing you can do is note how full it is and sit in the shade if you desire while waiting. It is bad when you wait on top in the sun for 30 minutes and need or forget to reapply sunscreen while you're there. So many lobsters on every cruise...and I am not referring to the ocean critters!
