Manatee Swimming around Cruise Terminal in Miami

Biscayne Bay, especially the south end, tends to be shallow, so the manatees enjoy the warmer water.  It's less usual for them to be in the deeper, cooler channel area

 

The south end of the Port of Palm Beach (cruises to the Bahamas, etc) has a manatee observation center. In the winter, it's not unusual to see dozens of manatees and calves near the power plant outflow channel.

Manatee Lagoon (https://www.visitmanateelagoon.com/) is one of our favorite places to visit in the winter, especially after a few 'cold days' when the manatees gather in the warm water of the FPL power plant outflow.  A couple of years ago we counted almost 50 in the lagoon and dozens more along the intracoastal sea wall.  It was incredible!

When I worked in downtown Miami, I used to see manatees at the mouth of the Miami River and swimming past the dock in front of the Intercontinental Hotel. I'd walk over at lunchtime just to sit and watch the manatees and the dolphins out in Biscayne Bay.  Awesome!
