CDC says you only have to COVID test post cruise on more than four night cruise

The short answer. The federal government has the power to regulate the introduction of disease, pests, and other nasty things that may enter the U.S. from a foreign source and pose a threat to persons, things, agriculture, etc. via the maritime trade. This has been established long before airplanes were around, and shipping was the way people and goods traveled. Cruises are on ships, and come from foreign places, so they fall under the federal government regulatory framework. Through various legal documents of Federal government structure, the CDC has been delegated as the authority in control (via HHS, who was delegated authority). Disney, casinos not on a ship, hotels, and large resorts are not mobile, do not travel to and come back from foreign lands, and never bring back fruits and vegetables from Africa. Airlines are mobile, and the CDC has the right to quarantine any passenger they suspect of being ill or carrying disease (hence are requiring covid test to enter the US). And customs will confiscate their fruits and veggies:)

Perhaps they will go with 100% vaccinated and the 5% allows some wiggle room for the cheaters and liars.

Heck, how does the CDC or state governments do as well?

 

I heard the Bahamas was "verifying" Covid vaccination status of visa applicants.

 

Not sure how or if that is accurate.
