CARNIVAL CRUISE LINE REFUND* AND CANCELLATION POLICY FOR COVID-19 (from https://www.carnival.com/Legal/covid-19-legal-notices/covid-19-guest-protocols?icid=advisory_cruisehealth_072821)

The following information applies to all sailings scheduled during the declared Public Health Emergency involving COVID-19. Except as specifically stated below, or as otherwise provided in the Ticket Contract for your cruise, the standard cancellation policies and penalties described in the Ticket Contract apply.

CRUISE CANCELLED BY CARNIVAL

  • If your cruise is cancelled by Carnival or boarding is delayed by twenty-four (24) hours or more due to government order or declaration of Public Health Emergency, you are entitled to a refund of the amount paid to Carnival within 180 days, or an optional Future Cruise Credit (“FCC”).

CRUISE CANCELLED BY GUEST

  • If, following a declaration of a Public Health Emergency, you cancel a booking for a cruise scheduled during the declared emergency, or must cancel your booking because you are prohibited from traveling to the vessel due to a governmental travel restriction, but the cruise is not cancelled, you are entitled to a FCC for the amount paid to Carnival. In all other cases our standard cancellation policy will apply, as set forth in the Ticket Contract for your cruise.
  • If you, your family members living with you in the same household or travelling companions assigned to the same stateroom cancel a cruise booking due to testing positive for COVID-19 within 14 days of embarkation, you and they are entitled to a FCC for the amount paid to Carnival. If guest has close contact with a positive or suspected COVID-19 case within 14 days of embarkation, and Carnival deems you are unfit to travel, you are eligible for a FCC.
  • To qualify for the FCC, if your COVID-19 test was administered by a provider other than one retained by Carnival, you must present your verified positive test result in a form acceptable to Carnival.

DENIAL OF EMBARKATION OR REBOARDING; QUARANTINE AND/OR DISEMBARKATION

  • If you, your family members, travelling companions or other close contacts are denied embarkation or reboarding, or quarantined or disembarked during the voyage, due to a positive COVID-19 test or being suspected of having COVID-19, you and they are entitled to a FCC for the amount paid to Carnival in the event of denial at embarkation, or a pro-rated refund of the unused portion of your Cruise Fare in all other cases.
  • Guests denied embarkation or reboarding, or who are disembarked or quarantined during the voyage, for failure to comply with the Carnival COVID-19 Guest Protocols in effect at the time of the cruise, shall not be entitled to a refund or compensation of any kind. Please refer to the Ticket Contract issued for your cruise for complete details.

*All refund requests must be made within six months of the scheduled embarkation date or you will only be entitled to a Future Cruise Credit for the amount specified.

That makes sense if the guidelines remain the same as when you booked, but if there is a major change like this then I am hopeful Carnival will do the right thing.

I have yet to be able to get anyone on the phone so we will see.

I realize that there is a segment of guests that differ from me and are okay with the changes, but we should all respect each other’s opinion on the matter.

Personally I am not okay with having to carve out time of my work schedule a day or two before I will be gone for a week of pto to get tested. And the fact that someone, somewhere will potentially get their travel denied at the last minute because of false positive is very disheartening. I hope that doesn’t happen, but odds are that eventually someone’s trip will be impacted.

And what are the odds that someone will get their trip cancelled for a FALSE  positive?

John Heald already said no refunds without penalties.

Your best best is to have "cancel for any reason" trip insurance.

not true....I just cancelled our 9/11 mardi gras cruise without penalty....they are putting my fcc and obc on my account for a future cruise and refunding 100% of my cruise fare to my credit card....they were extremely nice about it....

We are fully vaxxed and I would agree to a pre-cruise test, but I will not spend my vacation masked up....

I have no idea. Is it possible it’s zero? Sure. Is it possible it’s a handful? Yes

And odds are you could get a second test in time and save your trip.

But again, if your time and emotional stress is worth it to you then great, but I’m not okay with it. I prefer to get a refund and move on and let those that are good with it set sail. I have plenty of options of places to go and things to do where I have more control over my time and actions.

Hi Folks. I just got off the phone with Carnival. Waited 1hr and 45 min for a representative. I told the rep we had 2 cruises paid for and only booked because we could vacation without a mask. I explained that we just could not go with the new mask requirement. Agent asked for the booking numbers and cancelled/fully refunded both with no further questions or explanations needed. Although the wait was long, I'm very grateful that this is how Carnival handled this. I hope those of you who want to cancel can do so as easily.  I also hope those that decide to sail will enjoy their cruise(s) in spite of testing/mask requirements.

I'm sure many will find this as good news. Well, maybe not the 1 hour 45 minute wait, though that is actually less than many have been reporting.

Thank you - this is very helpful.  We are looking into our testing options where we live and weighing out everything very carefully before making a final decision re: our September Vista cruise.  (CVS locations in our state do not provide the tests needed, so I'm researching other such places - I've started a list!) We have several other CCL cruises booked that we could move the money paid over to if given the option.  Thanks again for taking the time to share your experience.

Hello:

I've been following the threads of people canceling or moving their cruises due to the new COVID masking and testing regulations. I'm very happy to see the reports that a lot have been able to do this. I assume most were from canceled cruises or rebooking due to earlier COVID outbreaks.

My question is, I booked a cruise on the 8/29 Horizon a few weeks ago at a great price after full payment was due. I bought insurance but I'm pretty sure I'm out of luck to get anything back but just checking to see if anyone has had any success with canceling and/or moving.

I am fully vaccinated and I don't object to the masking or the COVID test prior to boarding and I knew going in that canceling for any reason was not an option but circumstances have changed a lot since I booked.

I'm flying traveling solo and I have a real concern about the possibility of getting infected on the ship and having to quarantine for 10 days by myself before I could fly home. I know insurance would cover most of the expenses for a quarantine but it still is scary to me to think about being on my own and having to depend on delivery for food or Uber/Lyft to get testing.

It won't create a big financial hardship for me if I cancel and get nothing but port taxes back but I was thought I would check. Thanks for responding with your experience with success or failures. There are plenty of other thread with advice/opinions on tests/masks and canceling but I haven't see this addressed yet.

Thanks I will call my PCC when things calm down a little bit. The posts I've read people don't mention whether they booked/rebooked previously cruises they were able to cancel or if they were new booking so I was just curious about people's experience.

Thanks to the moderators for being on the ball and moving this to the general Cancel/COVID Test forum.

It does make a difference if you had a previous cruise booked under the "cancel for any reason" (or whatever Carnival calls it) clause and rebooked that transfers other to the new cruise rather than booking last minute without that option.

Like I said in my original post, it's more about being stranded in FL on my own due to being diagnosed positive rather than the restrictions on the ship. Yes, I know people will tell me that is a not a very big concern and not to worry, but it is for me.

I purchased August 21st cruise on Horizon with Carnival gift cards. Yesterday, Carnival agreed to refund 100% back to gift card or I could apply amount to future cruise.  I chose the gift card.

I am not willing to cruise if I am required to wear a mask. Thank you Carnival! I'll be back when the mask requirement is lifted. 😊

I can certainly understand your concerns. My booking was not a previously canceled cruise. I booked a casino offer in June so full non-refundable full payment was paid at that time. I canceled yesterday and received 100% back to my CC. They gave the option to apply to another cruise but I declined. IMO they handled it well with no questions asked. My advice is it never hurts to call and ask. I don't think you would have any problems canceling if that's what you choose to do.

Thank you for sharing this. I also booked a casino offer and am happy to hear that even though it says "non refundable" that they are doing the right thing.

Thanks so much for letting me know. I'll call my PCC and see if I can get a refund.

YOU DID NOT CANCEL, THEY STILL HAVE 100% OF YOUR MONEY. All you did was switch the date. Postponed does not = canceled.

I'd suggest reading that again. They had fcc from prior along with obc that go to a future cruise. All additional funding is being refunded to the card it was charged on.

What?? No....they are refunding the cruise fare back to my credit card.  They are holding my FCC and OBC (which were free perks to me) to be used on my next booking...but the money I paid for the cruise is being REFUNDED...

I called and they offered me moving the cruise and all the money I paid to another date or a refund. I chose the refund and they said it would be processed today. I don't get back the cruise insurance money but that's not a big deal. I will definitely book another cruise when we are on the other side of this. Thank you all very much for responding and making me feel SO relieved!

Does anyone know what happens to the vacation protection booked through Carnival if you cancel a cruise for this year due to the new protocols and either reschedule or get a refund?

MY PCC told me the vacation protection would transfer to the new cruise. But if  cancel the refund wouldn't include the cost of the insurance.

Thank you for that information. Still considering what to do about my cruise in September.

You still have a few weeks to ponder. Canceling was the right decision for me but everyone's risk tolerance is different!

You can’t have both a full refund back to your CC and the Future cruise credit and OBC it’s always been one or the other
