Does refillable water bottle need to be empty when boarding/going through security?

Baltimore seems to be strict.  They pull our wine out of the bag and examine it.  Not sure what they are looking for.   Can't recall -there was one port where we have to remove belts, was that Baltimore?

Person in front of me had to remove his belt in Cape Liberty.

Baltimore is usually very strict.  Most times we've gone through with wine (10+ cruises from there) they make us take the bottles out and the check the labels and the seals.   Also, my DH has had to remove his belt there.  He has one belt he has to remove pretty much everywhere and I'm not sure why.  It's not a large buckle, but it sets off the detectors.
