You could delete the word “playing” and insert any number of things and the statement would be just as true, yet special rules do not apply. 
Smokers enjoy smoking when they’re:

Dining

Enjoying a comedy show

Listening to a band

Having sex

Drinking at a bar

Sitting on their balcony. 
 

There is no logic behind the idea that “pulling the handle of a slot machine” should be treated differently.

My issue with this argument is the ships were sailing at 25%-50% capacity at this time so not really a fair assessment. I agree with the others that talk about Celebrity Cruises—every Celebrity ship I’ve been on, the casino is very crowded each evening and often times I can’t find a table with an open seat.

I completely agree with your assessment.  
Plus, when there was no smoking in the casino during CoVid, we are told that ‘everyone’ who said they would gamble more didn’t .. blatantly false!  For me and the friends that I’ve cruised with actually gambled a lot more often and for longer periods of time.  I didn’t have to choose from the small number and variety of machines the cruiselines placed in the non smoking section.

There must be a bunch of smokers at Princess top management.

 

Seems like they could place a call over to Celebrity and see how their casino revenues compare before and after the smoking ban.

 

Smoking bans haven't killed the restaurant and bar industries like the tobacco lobby said they would.

Casino revenue went UP after Celebrity banned smoking in their casinos. How do you explain that inconvenient truth?

I'd like to see Princess lockdown the casinos aka smoking lounges whenever gambling isn't allowed. Absolutely no reason for smokers to use the casino as their smoking lounge. That would help eliminate the stench going out into other surrounding venues for those times. Best fix would be Princess needs to follow Celebritys lead on banning all inside smoking. OK, back to reality.

That's double the current death rate from Covid.
