Copper,

 

I always read that some kind of a document listing passengers must be sent in 60 minutes before sailing. So how can they let people on at the last minute?

 

Isn't that the purpose of online check-in? So they have the list prepared mostly in advance? They may scratch some names, I guess, but they list would be mostly ready fairly early, I would think.

Bingo ;) Plus they have to send what's called a SOLAS report to the local authorities listing all souls onboard upon departure
