Actually, you're talking about "Boardwalk" and I'll bet there have been stowawys, as I've also seen on promenade decks.  "Central Park" is midship, between the 2 main stair/elevator banks, and I'll bet stowaways have been there as well.  Getting them out may be an issue if they aren't in the mood to fly upwards several decks.
