There is less of a chance if the cruise is sold out. Some travel agencies are allowed to hold blocks of rooms that are released close to sail date. And, as stated above, cancellations happen all the time (we canceled week of cruise twice). If there are only a few rooms available for upgrade, the higher bids win (vs a cruise with a lot of inventory where bids are accepted shortly after bidding opens).

Just maybe the cruise is not really SOLD OUT - TAs and power brokers CAS having a block or hold on some cabins.

Go ahead and bid for that dream cabin - maybe someone who has it booked is bidding on their dream cabin and when

that happens you both can become winners.

If you don't bid or make an offer you still have your original booking.

Play the game - you may not know if you are a winner until 48 hours before sailing.

The cabin you book has nothing to do with if you get the upgrade advantage letter or banner on your NCL page.  If you booked through NCL or through a travel agent that participates, it is almost certain you will get the offer.

I’ve just received the luggage tags by mail ! Does this mean that we won’t have an upgrade ?? The cruise must be sold out. it doesn’t even come out on a search

Upgrade bids are sent out approx 80 days from departure date and can be accepted by NCL up to a couple days before departure date....... many posts in this thread (and the gazillion other threads about the Advantage Upgrade Program) have explained "sold out".    You can get luggage tags and even print out your eDocs..... and the next day have your bid accepted.

Upgrades are processed until 48 ours before departure. You will receive a reject email if your bid is not accepted.

Regarding those luggage tags - if you win your bid just trash the old tags and print out the new ones from

your eDocs. If this happens with no time to print out the new cabin tags - when you check in at the pier

use the generic tags the porters will have. Don't use the old luggage tags in any event unless your luggage

would like to be at your smaller less spacious undesirable location.

What is OP ? We have received our inside cabin colour tags by mail. Strange ?!! We bid for a balcony spa or mini suite spa but we received the tags for the inside cabin. 
we are leaving in a week and a half, crossing our fingers

Some cruises out of certain ports (I believe Seattle is one) have all the guests mailed luggage tags.

Something about the Porters Union shop rules !

Having NCL mail out the uniform luggage tags is great as it beats the print-your-own -

Your stateroom number and aft forward port starboard is noted and the inner lining of the tag is removed

revealing a sticky closing - no staples needed.

Yes exactly same cruise as you and we received the luggage tags yesterday with the same letter.  Have you bid for an upgrade ?

I've gotten upgraded when the sailing is sold as sold out, and not visible on NCL's website (or on other TA websites).

 

Bear in mind that what NCL's system chooses to show you does not always reflect that actual status of the ship.

Bidding is okay from Inside to Spa Balcony but as high as Mini Suite, for real  ...  Whether the cruise is sold out or not, at this point, shouldn't matter - if there's a block of rooms being held.  I stand corrected.
