Updated CDC guidance

Fully Vaccinated Travelers

 

Cruise ship operators, at their discretion, may advise passengers and crew that—if they are fully vaccinated—they may gather or conduct activities outdoors, including engaging in extended meal service or beverage consumption, without wearing a mask.

Cruise ship operators, at their discretion, may advise crew who are fully vaccinated that they do not have to wear a mask or maintain physical distance in areas of the ship that are inaccessible to passengers.

Cruise ship operators, at their discretion, may designate areas as only accessible to fully vaccinated passengers and crew where masks and physical distancing are not required (e.g., casinos; bars; spas; entertainment venues; and dining areas, including self-serve buffets).

For ships with at least 95% of crew and 95% of passengers fully vaccinated, cruise ship operators, at their discretion, may advise passengers and crew that they do not have to wear a mask or maintain physical distance in any areas.

Realistically, if Carnival is not going to sail with all vaccinated passengers they are either going to have to enforce a mask mandate on unvaccinated passengers or come up with a way where they don’t have to police or enforce anything. 
I don’t think Carnival wants to be in the position of being mask police so the only way around it would be to 

a) give passengers who are vaccinated or unvaccinated visible identification such as wristbands 

b) make everyone wear a mask regardless of vaccination status

This will change, remember just 5 weeks ago they were for wearing two masks after vaccination, they along with most central planning are just behind ..very slow to adapt to a changing environment.. 

give it weeks and will change again .

We shall soon see just how much the Florida Governor wants to keep the Florida cruise industry closed. If he is smart he will back off his recent orders. A lot of people in that state depend on a healthy cruise industry for employment. Also, I see lawsuits left and right if this gets blocked.

Also, I note the following from the article:

 

Fain credited collaboration with the CDC, elected officials at the local, state and national levels and industry partners at Cruise Lines International Association.

 

So perhaps this has somehow been given the OK by FL/Desantis?

Since the news came out today about the Edge, it looks as though we will soon see other cruise lines and ships being given the green light to go. If that’s the case and DeSantis has indeed changed his mind then we will more than likely hear soon.

The Florida law was a political stunt that no person educated on the interstate commerce clause was too terribly concerned with or what Florida's governor might claim since Florida can only regulate intra-state commerce. Seriously what federal constitutional or maritime expert has ever claimed the Florida law applied to interstate commerce.

Won't do wrist bands or the like. Will probably rely on the truthfulness of pax or require everyone to wear a mask.

First  -  it's the Commerce Clause (no interstate in the title - but you would know that if you knew anything about the Commerce Clause) and you are wrong in that the Port is owned by state/local. As such, cruises docked at the port ARE governed by a combination of fed, state, and local law.
