Depends on the cruise line, but on Royal Caribbean the bar services staff restocks the fridge, not the cabin steward. They will enter your cabin several times during the cruise, make note of what you have consumed and charge your account accordingly, and restock. . Only an Officer from the Purser's Desk can get into your cabin safe. They will only do this when you are with them except when you have been left in a port and they need to get the contents out to give to their port agent. They will have announced and unannounced visits to cabins to check conditions. Crew needed for repairs and maintenance enter cabins to do their work. Every electronic key card leaves a trail.
