Those are the only folks who COULD have access to your cabin. But, no one has time to rummage thru cabins for no reason.

 

You will have a safe for keeping valuables put away...anything that won't fit in the safe, lock it in your empty suitcase!

Who restocks the minifrig ? Who delivers the items you purchase precruise ?

 

In our experience the room attendants restock the fridge

Never ordered anything pre cruise but would think it would be the steward as well

Depends on the cruise line, but on Royal Caribbean the bar services staff restocks the fridge, not the cabin steward. They will enter your cabin several times during the cruise, make note of what you have consumed and charge your account accordingly, and restock.

When necessary, many of the cruise staff/crew in addition to your cabin steward can go in to your cabin.

Only an Officer from the Purser's Desk can get into your cabin safe. They will only do this when you are with them except when you have been left in a port and they need to get the contents out to give to their port agent.

Hotel Director, Chief Housekeeper and Captain all do cabin inspections from time to time. They will have announced and unannounced visits to cabins to check conditions.

 

Crew needed for repairs and maintenance enter cabins to do their work.

Every electronic key card leaves a trail. Each time cabin doors are opened, they can identify to whom the key that opened the door was issued.

It's my understanding if a cabin safe is to be opened without the cabin occupant present, Security opens it with witness.
