Do you mean while the ship is moving at 20 knots or so? If so it will immediately crash into the cabins aft of you and will be put off at the next port.

The simple answer is that you aren't allowed to keep anything on your balcony, including towels. Combine that with the fact that everyone is prohibited from throwing anything from the ship, and you have your answer. Objects thrown from the ship can be sucked back into the ship and start fires. Finally, as mentioned, the wind speeds would destroy the kite in any case.

Might be okay on one of the nudist or "lifestyle" cruises, but I still don't think they'll allow the kite.

I think the answer is an obvious no for safety reasons but if flying a kite is important to you and your family there should be nothing stopping you from flying the kite on a beach when in port.

Hmmm, it's early here but I wonder if OP didn't just want someone to tell them to, "Go fly a kite". Others have asked about putting all kinds of things on their aft balcony, palm trees and balloons.... etc. but really, it's still a balcony and so all the rules still apply.
