A question like this on a particular line's policy should be in the forum for that particular line. If you look at the landing page you will see most lines have there own forum under Cruise Lines "A - O" or Cruise Lines "P - Z". P&O can be found here.

Each guest aged 18 years (21 years in United States of America ports) and older may bring up to 1 litre of wine, Champagne, beer, spirit, or liqueur on board as they embark the ship for the first time only. Alcohol over the 1 litre limit will be stored and returned to the guest prior to the end of the cruise.

 

I think this is the relevant bit.

Something I've been thinking of adding but haven't got round to, probably because I don't know which one to use.

It was actually a male colleague of mine who asked me whether he had a VPL about 25 years ago (he was wearing exercise clothing) and I didn’t have a clue what he was talking about!
