They encouraged passengers to wear their costumes to dinner. There were 4 of us traveling together and we dressed up as The Cat in the Hat and Thing 1, 2 and 3. I think Halloween costumes are fine anywhere on the ship at Halloween. That includes the MDR. I think adults wearing "costumes" on an ordinary cruise are a bit strange but hey it is their vacation and they are not hurting anyone!! Halloween is amazing aboard the ship, I was very surprised at how many dressed up. They even have the Halloween back drops for your photos. They had a parade and then later a costume party on the lido both times I was on. Ditto! When I did a Halloween cruise, people dressed up before dinner and went to the MDR that way. Some in our group was a little hesitant at first but had a great time doing this. We try and do some things outside the box. It makes life and cruises fun.
