What if the 20 yo checks in and states the other room occupant "will arrive later"?   Would then make him stand and wait to check in, let him on (only to pull him off before the ship sails, or what?)...curious minds want to know.

If they let under 21 board without the companion this would be the ultimate work around for the rule. How many people would simply book cheap rates and "no show" the over 21 guest? It would be time consuming tracking the passenger to allow them to board and turn around having to debark them and their luggage.

My guess is they wouldn't be allowed to check in until the other occupant arrived.

can a 21 year old sail alone?

Yes.  "Guests are required to be 21 years of age (on embarkation day) to travel on their own."

Guests Under the Age of 21 MUST travel with a relative or guardian of 25 years of age or older

I am going on a cruise in 44 days and the main guest who is 38 years old can't go. They are going to be a no show, I am only 20 years old. If they don't show up will they let me still check in?

Do you know anyone else on the cruise over 25?  If you do, you could link your reservation to theirs and they will in essence be your "guardian."  Since you are over 18 your cabin does not need to be near them, they would just need to agree to take responsibility. Assuming, of course you are not going to be a crazy cruiser! 🙂

TBH that’s a pretty dumb rule..as 18 is the legal age for most everything (including the casino on carnival ships)

The important word to focus on in your reply is “most”.

Check out the age requirements for renting a car (without astronomical insurance adders if even offered).

Check out the age requirement to consume alcohol.

I could go on but you get my point.

Ever see videos of what spring breakers do to hotel rooms?  I'm guessing the cruise lines want to avoid that kind of nonsense.  In any case we're guests on  Carnival's ship and are obligated to follow their rules.

We cruised recently with our minor granddaughters, who are 13 and 15.  They were not allowed to check in or leave the ship without the “responsible person” present.

I like the idea of linking the reservation with another one, if you know others on the cruise.

Otherwise, add a third person over 25 to the reservation.  But this person would have to cruise.

If you call Carnival and bring it to their attention, there's no way they'll let you on.

Just try it, what's the worst that can happen? They don't let you cruise. That's what's going to happen if you call, so???

If I’m 18 and murder someone..guess what? I get the chair.

the US is weird about that 18/21 “adult” thing…

This has nothing to do with criminal law.  This is businesses protecting themselves from a segment of young adults who commonly make bad decisions that are detrimental not only to themselves but also increase the liability for the business itself.  There is a reason these type of policies are common in the business world from rental cars to hospitality.  The majority have minimum age policies that can be as much as 25 years old.

Businesses are not in the habit of turning down money unless history shows the risk far outweighs the reward.

The worse is they will be refused boarding with zero refund.  If they call, they should be able to salvage some of their fare

I don't think they'd catch it. I'd take the risk. 🤷‍♀️ To each their own.

They aren't even going to let her board until her responsible party arrives.  It is no different than a 14yo trying to check-in before their parents arrive.
