ATMs out of order- Where to get cash St Maarten

There will be ATMs in town, maybe even one at the pier, but as suggested above going via the casino might be the most convenient, but you'll need to do it before arrival as the casino will shut while in port. Also, you should be able to just transfer/charge an amount to your cabin via a slot machine and cash out without any fee.

You can get dollars in some foreign ATM's.   OP, try RBC (Royal Bank of Canada).  I also just googled "where can you get dollars in St. Maarten" and the first hit said Local currency and US Dollar ATM machines (Maestro/Cirrus) are situated throughout the island.

I've never done it, but have been told the Mexico ATM's that give USD charge about 20%

You really don't need to even gamble however, if you don't your card is locked from taking money from the slots for 24 hours.  Speaking from experience here.

I went to school in Sint Maarten. You probably don't need cash unless maybe for the bus? But if you do need cash Dutch side ATMs will have the option of multiple currencies, French side might get just Euros. The dollar is generally accepted on either side. There are plenty of ATMs in Philipsburg, try Cannegieter Street.
