We just got an answer in the FB group.
 

The tubes are there to inflate the ETFE cushions.
 

From a website: To maintain their shape and structural stability multi-layer ETFE foil cushions require air inflation. The cushions are kept continually inflated at a predefined pressure by a small air handling unit (or AHUs) connected to a control panel which inflates, monitors and maintains the pressure in each individual cushion.

Well, Lloyd just confirmed what I was going to say from an educated guess.  It's a roof similar to the HHH Metrodome (in Minneapolis) or the Pontiac Silver Dome (in Detroit) used, still used at the Orange Dome in Syracuse, though I think those were inflated using pressure inside the stadiums themselves there may have been multiple layers of the roof to have an inflatable layer.

The Golden Room is where the jazz club usually is. They haven't announced what it will be now that it's not going to the Chinese market where it was a special casino room.
