There are several crew closets, a room where they fold towels, a crew stairway, etc in that space. They are typically only there during cleaning hours. Seriously, I think we have DB Cooper in there too. Anyway...that space could be any number of crew-oriented work areas, like linen closets, clean-up holding areas, or other storage. There are crew cabins on other decks. Officers and a few others have cabins on deck 0. All of the crew members can't fit on deck 0 and below.
