Red Reported cases of COVID-19 are at or above the threshold for CDC investigation. Additional public health measures are in place
Gray CDC has not reviewed or confirmed the cruise ship’s health and safety protocols

Well, according to the posted chart, orange (below the threshold for CDC investigation) is better than - or not as bad as - yellow (met the threshold for CDC investigation).

Right. Whoever came up with this color code doesn't remember mixing colors in school. It should go from green to yellow to orange to red. It doesn't make sense to go from green to orange to yellow to red.

I'll have to check with DW (she is an art teacher), but that sounds right.😉

Exactly!  But my Art teacher daughter said this is not meant to be a color wheel!  😂 

I think the yellow is the basic meaning of

yellow is…

CAUTION…

more so than orange.  JMO

There is actually an ANSI standard which address this. The CDC got it wrong. This is why many folks often confuse the yellow/orange warning levels for the ships.

That bothered me too. It's a little thing, but it's wrong.
