That is just a floating pier taken to the extreme. There are a couple in the cruise business. Skjolden, Norway is one.

Its just a floating pier. This is a way to avoid getting wet in beach areas where otherwise the only way in is to beach the boat. It also lets a deeper draft boat come in to pick up and drop off.
