On our recent HAL cruise "gala" (not formal) nights, there were several tee shirts and baseball hats (worn backwards, of course). Yes, you can always pull off a track suit for formal nights! Wearing your formal clothes over the track suit would be uncomfortable and make the formal wear drape wrong.
